I hate to see “Click here” link on my website. Anchor text should be relevant to the page that links.

I wanted to ask a question: When Google follows the link anchor text and make the analysis of whether the site has the same content as the anchor text, it analyzes the entire site or only the current page in this link has been achieved? What are the effects of optimization? Thanks;)
